  PROBLEMS ABOUT VEHICLE REGISTERED IN DIFFERENT STATE Article by Dilip Bam
As the Nation progresses mobility of people increases. People re-locate to different cities in different states, and while doing so they take all their belongings with them, including their vehicle(s), be it bike or car. Now when you ride a bike with a (say) Chennai number plate in (say) Bombay, what happens? It gives a golden chance to cops to harass you and make some side money. Compared to Members of Parliament taking thousands or lakhs as bribe for asking questions in Parliament, cops on the road asking for fifty or hundred bucks from a person riding a bike with OUT-OF-STATE number plate is a very minor matter. But is definitely immoral, illegal, expensive, and irritating.

Bribery and corruption was introduced in India by the hated Islamic invader Babur, (who overturned the honest Hindu system of Chanakya, which was established @ two thousand years before Babur), in order to establish his brutal Islamic rule. Now corruption is such an easy and attraktiv method of making munny for the Sword Arm of Govt.==Police, that cops are just waiting to catch you and get munny out of you.

What is the logic? The logic is that if you have an accident in a state other than where your bike is registered, how to lokate you? How to catch you? This logic was fair enuff (say) twenty, or even Ten years ago when records were kept on files made of paper. But today, when all RTOs are computerized (at least in Maharashtra they are, I dunno about Bihar and other BIMARU states), any vehicle owner can be lokated from any RTO and / or any polis station within moments. So logically, insisting on local number plate is anti-logic, anti-people, anti-honesty and anti Law-of-Nature.

But govt. lives on korruption. So, in order to increase korruption revenue of govt. employees (==polis / RTO & etc.), our holey corrupted elected representatives have created a venue for cops to make munny. (Maybe they get a percentage of the bribes thus kollekted?).

However, if you have the guts, the LAW is with you. The Bombay High Court has ruled that you don’t have to pay tax in a different state for ONE YEAR, as the accompanying NEWS ITEM says. But it needs guts to argue with the cops of Babur. If some cop stops you on the road bcoz your bike has a number plate of a different state, you have the following option.

People travelling to different states in their vehicle is quite common in India these days. And with the development of highways such as the Golden Quadrilateral, this is going to increase. If you have your bike papers and driving license with you, and your address written in the driving license is THE SAME as the address of owner (==YOU) written in the registration papers and insurance policy of the bike, you can always say that you have come here on the bike and will go back to your state in a few days. This is a perfectly legal, fair, and logical argument, but cops don’t accept this logic bcoz they only want korruption munny!

There are many Automobile Associations (AA) in India. In Maharashtra & Gujrat, there is the Western India Automobile Association (WIAA), which does a lot of good work. In the south, there is the Automobile Association of Southern India (AASI). In Delhi and the north it is Automobile Association of Upper India (AAUI), and in the east, there is AAEI. Find out the address and phone number of the AA office in your city. Become a member of the local AA. It doesn’t cost much and is very useful. They will do all your RTO related work (for a fee) so that you don’t have to go thru touts and agents who take your munny and vanish. AA members also get discount on insurance premiums. Contact them if you need any auto related information or service. They are a govt. recognized body, they have knowledge of all rules and regulations, they are very helpful and they are not corrupt!

What really needs to be done to prevent harassment of citizens on this subject, is for the govt. to issue a notification that a vehicle registered in any state is free to move about in any and every other state without let or hindrance from any govt. body / dept., be it cops, RTOs, or anybody else, since lokating registered address of any vehicle and / or any license from anywhere in India will take less than a moment through the internet. Indeed, linking all the RTOs across the country can and should be done immediately if not already done. The cost of doing this is zero, since the INTERNET already exists.

If all the Automobile Associations jointly petition the govt. to issue such a notification, harassment of citizens on this issue will stop. The Bombay High Court has already done its bit on this issue, as the accompanying newspaper report shows. It is now up to the politicos to raise this issue in Parliament. Maybe if all the Automobile Associations jointly BRIBE some MP, this point could be raised in Parliament!
